Resolves YES if the sanctions that the independent Regulatory Commission sets against Manchester City, for the breaches it found in the Premier League case over the club's alleged breaches of the league's financial rules (announced on 6 February 2023 and widely known as the '115 charges' case), are officially announced by 4 December 2026, 11:59 PM ET. Otherwise NO. The Commission's sanctions count once they are officially announced, even if either side appeals afterwards, and an officially announced decision to impose no sanction at all also counts. When sanctions come out in several steps, the earliest official announcement of any one of them is enough. Not enough for YES: findings of breach announced without a matching sanction; reports or leaks about the expected punishment; and penalties in any other matter. Decided by official information from Manchester City, the Premier League, the Regulatory Commission or the Appeal Board; broad agreement among reliable reports may also be used.
