On December 16, 2025, President Donald Trump issued the proclamation “Restricting and Limiting the Entry of Foreign Nationals to Protect the Security of the United States,” expanding partial and full entry suspensions for nationals of various countries. For each listed date, an outcome resolves Yes if, between market issuance and 5:59 AM CET/CEST on the following day, Trump issues an executive order, signs legislation, or the administration takes another formal action to fully or partially suspend U.S. entry for nationals of an additional specific country or countries not already covered by the December 16 proclamation. Otherwise, it resolves No. The action must target nationals of a particular country. General restrictions on visa categories or other measures that do not target a specific country do not qualify. The action qualifies regardless of when it takes effect, including if implementation is later delayed or halted by court or other action. Unofficial announcements or future plans do not qualify. Resolution is based primarily on U.S. government information, supplemented by a consensus of credible reporting.
