This market resolves to the individual who, in practice, holds and exercises Venezuela’s head-of-state powers on December 31, 2026, at 18:00 CET. Meaning of de facto control: The qualifying individual must exercise primary governing authority over the Venezuelan state at the designated time. This includes effective control of the armed forces, national institutions, and central executive decision-making, regardless of the person’s formal title, constitutional status, or level of international recognition. Formal appointment is not required. Recognition by the United Nations or foreign governments is also unnecessary. Competing claims: If multiple people claim to be Venezuela’s head of state, the market resolves to the individual who demonstrably exercises the greatest governing control within Venezuelan territory at the check time. Indicators of authority may include control of the armed forces and security services; control over executive ministries and state administrative bodies; the ability to enforce national laws; the issuance of binding national directives; and effective control of the capital and essential state infrastructure. What does NOT qualify: Symbolic status, foreign recognition without domestic control, nomination without effective governing authority, and previously holding the position after one’s service has ended are insufficient. If no individual exercises effective governing control at the specified time, the market resolves to “No Head of State.” Resolution source: A consensus of credible reporting assessing who holds effective governing authority at the designated time.
